Arsenal are desperate to return to the Champions League after a two-year absence which has hit their transfer funds as a result.
Unai Emery has been tasked with getting the Gunners back into the top four but he has listed a number of transfer targets to do so.
He is keen to land a centre-back, an Aaron Ramsey replacement, a wide forward and a left-back.
But while the club has ran into problems with the latter two, they are close to completing transfers for the former duo.
Agreements have now been reached over the signings of Saliba from Saint-Etienne and Ceballos of Real Madrid.
However, Saliba will be sent back on loan to the Ligue 1 side while Ceballos is joining on loan for the season – according to the Mirror.
But the man flying back from the United States to complete the double deal is Arsenal head of football Raul Sanllehi.
The transfer chief was with the Arsenal squad as they continue their tour of America.
But the Spaniard is now back in London looking to formalise the signings and also work on the transfer of Kieran Tierney.
The Celtic star would tick off another of Emery’s targets at left-back but the Hoops are playing hardball.
Sanllehi has assumed many of the duties left behind after Sven Mislintat’s shock departure earlier this year.
The former Borussia Dortmund scout clashed with Emery over the signing of Denis Suarez and left not long after his arrival.
It left Sanllehi and Arsenal chief executive Vinai Venkatesham with the roles of finding and signing players.
But the arrival of Edu has alleviated some of the pressures on the Emirates bigwigs.
Sanllehi initially joined the Gunners as director of football relations in February 2018 from Barcelona but his influence has steadily grown.
After Ivan Gazidis left for AC Milan last summer, Sanllehi was promoted to head of football.
