According to the German outlet, Dortmund are willing to part with the defender, who can also play as a sitting midfielder, but have set an asking price of €30m.
That could cause problems for Emery, with that fee representing a significant chunk of his summer budget.
After missing out on Champions League football for the third straight season, it is believed that only around £50m will be made available to bolster the squad ahead of the coming season.
Furthermore, Arsenal are by no means the only interested part in the 23-year-old.
Paris Saint-Germain have also been credited with an interest, and would be able to provide Weigl with Champions League football next season, something he would be giving up to make a move to the Emirates.
Weigl only made 18 league appearances for Lucien Favre’s side last season as they missed out on the Bundesliga title to rivals Bayern Munich.
With Mats Hummels returning from Bayern Munich, his chances are only set to diminish further at Signal Iduna Park.
