The Gunners are desperate for new arrivals as they look to bounce back from a disappointing campaign.
Unai Emery’s side failed to qualify for the Champions League as they finished fifth before going on to lose to Chelsea in the Europa League final.
Arsenal will reportedly only have £50m to spend on new signings and, as well as improving their leaky defence, they’re also in the market for an attacking midfielder to replace Juventus-bound Aaron Ramsey.
Sampdoria star Praet appears to be top of their wish list and reports have suggested the Belgian has a £23m release clause in his contract.
But the 25-year-old has quashed the rumours by revealing that he’ll be allowed a big move if an offer comes in.
“I want to move to a top club in one of the four top leagues,” he told HLN.
“I don’t have a release clause. But Sampdoria have verbally agreed to grant me a move if an interesting offer arrives.”

Arsenal have also been linked with Praet’s Sampdoria team-mate Joachim Andersen.
The centre-back would go some way to fixing the Gunners’ defensive issues, with Laurent Koscielny past his best and Shkodran Mustafi regularly criticised for his performances.
Tuttosport reported earlier this week that Arsenal had launched a £37m double bid for Praet and Andersen.
But it was claimed that Sampdoria were demanding at least £44m.
AC Milan are believed to be interested in the pair as well.
Arsenal are also looking to replace Petr Cech and Danny Welbeck who will leave the club at the end of their contracts.
Brazilian striker Gabriel Martinelli is expected to come in after being discovered by new sporting director Edu.
And in goal, Arsenal have made an approach for Genoa keeper Andrei Radu.
