Moreno, who will be released by Liverpool when his contract officially expires at the end of the month, is a potential target for the Gunners, according to the Daily Mirror.
A new left-back could be on the agenda amid doubts over Nacho Monreal’s long-term future at the Emirates Stadium.
Unai Emery knows Moreno well, having managed him for one season at former club Sevilla.
But Arsenal fans are horrified by the idea of snapping up Moreno on a free transfer.
The 26-year-old played second-fiddle to Andy Robertson at Anfield last term, managing just five appearances in all competitions.
“I’m going on holiday,” one fan wrote on Twitter.
“Banter FC back in full affect,” a second said.

Moreno spent five years at Liverpool but fell out of favour in his third season at the club.
The signing of Andy Robertson from Hull City in 2017 pushed the Spaniard down the pecking order.
Despite regularly leaving him on the sidelines, Jurgen Klopp hailed Moreno as “world class” in a goodbye message.
“Alberto is a person whose personality is reflected in how he plays,” the Liverpool boss said. “Full of life, full of energy, always positive. An unbelievable character who is always willing to give all of himself for the team.
“I know this season, and the end of the last, maybe the minutes on the pitch he would have wanted and deserved were not there, but his contribution did not diminish. How he was in training kept the entire group on their toes. Albie is world class and I know he will be back in the Spain national team in the not too distant future.”
