Arsenal are looking to complete a number of deals this summer but have one big problem.
After missing out on Champions League football for the second season running, their funds have been massively depleted.
The Gunners finished fifth in the Premier League while also losing the Europa League final – meaning they must spend at least another year in the second-tier competition.
And it has led to reports that they have been given just £45m to spend in the transfer market, and one deal is close to completion.
BBC Sport report that Arsenal are edging nearer to confirming the signing of Saliba from Saint-Etienne for £26.5m.
It is a huge fee for an 18-year-old but the payment will be made in instalments that will not affect this year’s budget much.
Furthermore, the Frenchman will be loaned back to Les Verts for next season to continue his development.
Saliba is one of the highest-rated centre-backs coming through in France and has already been capped by his country’s Under-20s.
However, an official confirmation is not expected for some days as Arsenal finalise the deal.
But Emery is not satisfied and is demanding a centre-back he can use this season, BBC Sport continue.
His current crop are not rated high enough, with Shkodran Mustafi and Sokratis committing a number of individual errors.
Laurent Koscielny’s future is also in doubt with reports emerging in France that he is ready to return to his homeland.
Currently, the Gunners are struggling to get transfers done as moves stall over Wilfried Zaha and Kieran Tierney.
Crystal Palace are not interested in letting their prized asset go while Arsenal and Celtic cannot agree a fee over Tierney.
There has been one confirmed signing at the Emirates this summer so far in the form of 18-year-old Gabriel Martinelli.
