Emery has brought in just the one new signing this summer: 18-year-old winger Gabriel Martinelli from Ituano for £6m.
Arsenal have been linked with a host of other names, with the Gunners boss looking to make wholesale changes after a disappointing season last term.
Emery’s main issue so far has been his limited budget of £45m, with moves for Yannick Carrasco and Wilfried Zaha understood to have been complicated by a lack of funds.
However, the Spaniard is confident he can still get a number of deals done over the next few weeks before the window shuts on August 8.
“Dani Ceballos is a very good player”
“I can say to our supporters we are going to make a very good team with the players there now and three or four players who can help us in a few days,” Emery said.
“Our target is to get three or four players who can really improve our squad now.
“We are being very, very demanding and first speaking about the possibility to sign very expensive players.
“The first player in our list is our first target, if we cannot achieve that the second. We are thinking every time they’re going to improve our squad.”
More recently, Arsenal have been linked with a move Real Madrid midfielder Dani Ceballos.
The 22-year-old is currently on holiday after playing a key role to help Spain win the Euro U-21 Championship last month.
And when asked for an update on situation, Emery added further fuel to the fire, saying: “I don’t want to speak about the names. Dani Ceballos is a very good player.”
Ceballos was a regular for Real last season, though they endured one of their worst seasons to date to finish third in La Liga.
Los Blancos boss Zinedine Zidane will reportedly have the final say whether the versatile Spain international leaves the club this summer.
And the Frenchman is understood to be keen to resolve Ceballos’s situation before he returns on July 22.
